Vanessa Siqueira

Vanessa is an attorney whose practice focuses on Public Finance and Tax Law. Her work in the public finance area includes advisory services related to budget preparation and execution, as well as measures aimed at implementing Budget Compliance programs. In tax matters, in addition to administrative and judicial litigation, she provides tailored legal advice, with a particular focus on the technical support required to address the changes arising from Brazil’s Tax Reform.

Since 2000, Vanessa has served as a State Attorney for the State of Rio de Janeiro and currently serves as Undersecretary for Legal Affairs at the Rio de Janeiro State Department of Finance (SEFAZ-RJ). In this capacity, she was responsible for the oral defense of the State Government Accounts for fiscal years 2019 and 2021. From 2019 to 2022, she represented the Rio de Janeiro State Treasury before the Tax Appeals Board. She has also served as Legal Undersecretary of the Rio de Janeiro State Department of Health (SES-RJ) in 2019, Head of the Legal Advisory Office of the Rio de Janeiro State Department of Finance (SEFAZ-RJ) from 2019 to 2020, and Special Advisor to the Rio de Janeiro State Secretary of Finance from 2021 to 2022.

Vanessa is a tenured professor at the Federal University of Rio de Janeiro (UFRJ), a professor in the postgraduate program in Public Finance and Tax Law at the State University of Rio de Janeiro (CEPED-UERJ), a professor in the postgraduate program in Public Finance and Tax Advocacy at ESAP – PGE-RJ, and a professor in the postgraduate program in Public Policies and Collective Legal Protection at IERBB – School of Government of the Public Prosecution Service of the State of Rio de Janeiro.

Vanessa holds a postgraduate degree in Business Law from IBMEC, a Master’s degree in Law and Economics from Universidade Gama Filho (UGF), and a PhD in Public Finance from the State University of Rio de Janeiro (UERJ).
